NEW! EPA: P2 Grant Program Funding Availability

EPA has released two P2 Grant Funding Availability Announcements for FY 2022 – FY 2023. Applicants are welcome to apply to one or both announcements.

  1. EPA-HQ-OPPT-2022-001:EPA anticipates awarding approximately $9.38 million in total federal pollution prevention grant funding over a two-year funding cycle ($4.69 million in FY 2022 funds and $4.69 million in FY 2023 funds). Individual grant awards could be up to $800,000 for the two-year funding period or $400,000 funded per year. Cost share/match requirement is fifty percent. Federally recognized tribes and intertribal consortia that receive a P2 grant award and place the approved workplan into a performance partnership agreement will have their cost share/match requirement reduced from fifty percent to zero.
  1. EPA-I-OCSPP-OPPT-FY2022-001: Through funds provided by the Bipartisan Infrastructure Law, EPA anticipates awarding approximately $13.9 million in total federal pollution prevention grant funding to support a two-year P2 grant agreement (FY 2022 and FY 2023). Grants will be fully funded at the initial award with a maximum individual award ceiling of $350,000. There will be NO cost share/match requirements and assistance agreements are ineligible for inclusion into performance partnership grant agreements.

With funding from the American Rescue Plan, EPA is opening a grant competition for a total of $20 million to enhance ambient air monitoring in communities with health outcome disparities from pollution and the COVID-19 pandemic.

Entities eligible to apply include States (including the District of Columbia); local governments; U.S. territories and possessions; Indian tribes; and community-based, nonprofit organizations. For-profit organizations are not eligible to apply.

Applications must be submitted no later than February 25, 2022, at 11:59 p.m. EST. EPA expects to award the grants in summer 2022.

The workshop summary recaps expert presentation and topics discussed during the May event. The recommendations were drafted by multistakeholder workgroups and contain a collection of evidence-based information for decision making and for developing educational materials.

Public Lands Internship Program (PLIP)

The Public Lands Internship Program (PLIP), which is a partnership between Northern Arizona University and various land management agencies, such as the National Park Service (NPS). With funding from the American Rescue Plan, EPA is opening a grant competition for a total of $20 million to enhance ambient air monitoring in communities with health outcome disparities from pollution and the COVID-19 pandemic.

Entities eligible to apply include States (including the District of Columbia); local governments; U.S. territories and possessions; Indian tribes; and community-based, nonprofit organizations. For-profit organizations are not eligible to apply.

Applications must be submitted no later than February 25, 2022, at 11:59 p.m. EST. EPA expects to award the grants in summer 2022.

EPA to evaluate impacts of emissions from leaded aviation fuel: On 1/12/22, EPA announced that it will evaluate whether emissions from piston-engine aircraft operating on leaded fuel contribute to air pollution that endangers public health and welfare. The agency plans to issue a proposal for public review and comment in 2022 and take final action in 2023. To learn more, see the press release from this week (below) and join the NTAA-hosted Alaska Tribal Air Workgroup call on January 26th at 10 am AK. EPA will provide a brief overview of this work on the call and be available for questions.

2021 American Rescue Plan (ARP) Electric School Bus Rebates

EPA will fund $7 million for electric school bus rebates in underserved communities. The American Rescue Plan Act of 2021 (ARP) appropriated funds to the EPA for “activities that identify and address disproportionate environmental or public health harms and risks in minority populations or low-income populations” under several programs, including the Diesel Emissions Reduction Act (DERA).

Rebate Application Form and Supporting Documents:

Eligible Applicants:

  1. Public school districts listed on the ARP Electric School Bus Rebates Eligibility List
  2. Districts on the eligibility list are estimated to have 30% or more students living in poverty based on the US Census Small Area Income and Poverty Estimates (SAIPE) School District Estimates for 2019.

States with zero school districts that make this cutoff will have one school district with the highest percent of students in poverty represented in the eligibility list.

  1. Tribal schools
  2. Private fleets that operate school buses under a contract with an eligible entity listed above

NEW! Institute for Environmental Professionals (ITEP) Internship Opportunities

The Student Summer Internship (SSI) program is an 8-week program. The purpose of this internship program is for students to gain hands-on skills and experience with EPA or other governmental and tribal environmental offices in managing and monitoring air quality. The internship program is funded by a grant from the U.S. Environmental Protection Agency.

The Water and Land Summer Internship program is an 8 to 10-week program. The purpose of this internship program is for students to gain hands-on skills and experience with tribal organizations, state and federal agencies, and water or land management NGO’s. The internship program is funded by the Catena Foundation, Mighty Arrow Foundation and the Babbitt Center for Land and Water Policy.

2021 American Rescue Plan (ARP) Electric School Bus Rebates

EPA will fund $7 million for electric school bus rebates in underserved communities. The American Rescue Plan Act of 2021 (ARP) appropriated funds to the EPA for “activities that identify and address disproportionate environmental or public health harms and risks in minority populations or low-income populations” under several programs, including the Diesel Emissions Reduction Act (DERA).

Rebate Application Form and Supporting Documents:

Eligible Applicants:

  1. Public school districts listed on the ARP Electric School Bus Rebates Eligibility List
  2. Districts on the eligibility list are estimated to have 30% or more students living in poverty based on the US Census Small Area Income and Poverty Estimates (SAIPE) School District Estimates for 2019.

 

States with zero school districts that make this cutoff will have one school district with the highest percent of students in poverty represented in the eligibility list.

  1. Tribal schools
  2. Private fleets that operate school buses under a contract with an eligible entity listed above

The U.S. Environmental Protection Agency (EPA) is announcing the availability of Multipurpose Grant (MPG) funding to support states, Tribes, and territories in addressing high-priority environmental issues, including PFAS, environmental justice and climate change. For more information on eligibility, use of funding, process for award, and timelines, please reference the Multipurpose Grant guidance.

The researchers present the impacts of a cleaner-combustion, wood-burning stove intervention on exposure (fine particulate matter and black carbon) and indicators of cardiometabolic health over a 3-year period among 230 primary female cooks in rural Honduras. The Environmental Protection Agency (EPA) is proposing to modify certain compliance dates under the Renewable Fuel Standard (RFS) program. First, EPA is proposing to extend the RFS compliance reporting deadline and the associated attest engagement reporting deadline for the 2019 compliance year for small refineries only. Second, EPA is proposing to extend the RFS compliance reporting deadline and the associated attest engagement reporting deadline for the 2020 and 2021 compliance years for all obligated parties. Finally, EPA is proposing to change the way in which future RFS compliance and attest engagement reporting deadlines are determined.

EPA Announces $10 Million Available for States, Tribes, and Territories to Address Environmental Challenges

The U.S. Environmental Protection Agency (EPA) is announcing the availability of Multipurpose Grant (MPG) funding to support states, Tribes and territories in addressing high-priority environmental issues, including PFAS, environmental justice and climate change. NEW! Funding Announcement: Tribal Organization Support for Tribal Climate Resilience Liaisons- North Central, Midwest, Northeast/Southeast

The BIA Tribal Climate Resilience Program is pleased to announce the availability of funding to support the hiring of Tribal Climate Resilience Liaisons in the North Central, Midwest and Northeast/Southeast regions of the DOI Climate Adaptation Science Centers (CASCs) through the BIA’s Tribal Resilience Program (Program). Eligible applicants include tribal non-profit, non-governmental organizations and tribally controlled colleges or universities (TCUs) that serve federally recognized tribes. Other entities may participate as sub-grantees. The solicitation is available on www.grants.gov and named TCRP-16241: https://www.grants.gov/web/grants/view-opportunity.html?oppId=336222. Applications are due December 17, 2021.

 

NEW! Federal Register Notices related to Transportation, Air Pollution, and Climate Change

The Environmental Protection Agency (EPA) is proposing to modify certain compliance dates under the Renewable Fuel Standard (RFS) program. First, EPA is proposing to extend the RFS compliance reporting deadline and the associated attest engagement reporting deadline for the 2019 compliance year for small refineries only. Second, EPA is proposing to extend the RFS compliance reporting deadline and the associated attest engagement reporting deadline for the 2020 and 2021 compliance years for all obligated parties. Finally, EPA is proposing to change the way in which future RFS compliance and attest engagement reporting deadlines are determined.

2021 American Rescue Plan (ARP) Electric School Bus Rebates

EPA will fund $7 million for electric school bus rebates in underserved communities. The American Rescue Plan Act of 2021 (ARP) appropriated funds to the EPA for “activities that identify and address disproportionate environmental or public health harms and risks in minority populations or low-income populations” under several programs, including the Diesel Emissions Reduction Act (DERA).
